Rail Corporation New South Wales is an Australian government agency that provides metropolitan passenger rail services in Sydney and in wider New South Wales State.

The Challenge

In order to better manage its internal processes RailCorp procurement, with sponsorship from the organisation’s board had embarked on a rigorous procurement transformation project. This project was designed to improve policies and procedures within the procurement function and lead to a more responsive, proactive procurement team. The key goals of the project were to deliver new strategic procurement and shared services organisations, new procurement policy and procedures, and implement Ariba Spend Management solution across the organisation.

When Bloom was initially engaged, the Railcorp procurement transformation project had faced major challenges with the deployment of the new processes and the Ariba platform. These issues were impacting the day-to-day operations of the business and were significantly delaying the project teams capacity to meet project go-live dates.

Our team was engaged by RailCorp as an independent service provider to review the source-to-pay business processes and Ariba solution design, and provide overall quality assurance and project management services ensuring this critical project was delivered to expectation.

The Solution

Our team took a pragmatic approach to investigating key system design and business process issues, developed recommendations for key source-to-pay processes and facilitated the executive decision process.

Our team’s engagement spanned across business processes and system design reviews. We developed custom data migration programs and provided technical Ariba development advice. Furthermore, our consultants provided overall project management in order to stabilise and ensure the in-house team fully understood the capabilities of the newly implemented Ariba system.

With the Ariba environment now stable, our team initiated a comprehensive remediation project and redesigned major system functions including:

  • Re-design of the Contract Labour
  • Re-design of the Plant Hire Services
  • Investigation and improvement to Ariba system performance
  • Redesign of Invoice reconciliation to payment
  • Remediation of Ariba and Ellipse integration
  • Delivery of enhanced communications and intensive training for all remediated functions. Up dated Ariba user training packages
The Results

Despite the initial challenges with its procurement transformation program, Bloom were able to work collaboratively with RailCorp to stabilise its technology platform successfully.

Once this initial stabilisation had taken place our team then turned its efforts to ensuring that RailCorp were getting the most out of its new solution.

With a highly functioning procurement technology platform and a team trained in how to best operate it Rail Corp were able to redefine the way procurement operated in its business.

The successful implementation of this system enabled RailCorp to achieve 92% on-time payments with its suppliers, the highest of any NSW government agency.

This solution also prompted The Hackett Group to identify RailCorp’s procurement function as ‘best in class’.
